This can be quite common with third party programs on Mac.
If you navigate to your downloads folder and locate the Modemaker install file, right click and select install/run from the drop down menu rather than left clicking on the file to open, this should allow the file to install without any problems.
Alternatively, you can try navigate to system prefs>security & privacy, locate the Modemaker app and select "open anyway".
